A British colonel has spent six years hunting a cell of extremists. When surveillance finally puts them all in one house in Nairobi, strapping on suicide vests, she has a drone overhead and clearance to strike. Then a nine-year-old girl sets up a table to sell bread in the blast radius.

What follows unfolds almost in real time and stretches from a command bunker in England to a drone control room in Nevada to the street itself. Every person in the chain has authority to pass the decision to someone else, and every one of them tries. Lawyers argue collateral damage estimates. Politicians reach for the phone. The pilot with his finger on the trigger asks for the calculation to be run again.

Nobody in this film is a villain, which is what makes it hard to watch. It is a picture about what modern warfare asks of the people who conduct it, and about the distance technology puts between a decision and its consequences.

Starring Helen Mirren, Aaron Paul, Barkhad Abdi, and Alan Rickman in his final on-screen performance.
